Ingredients
1 lb ground beef
1 cup onion, chopped
2 cloves garlic, minced
1 cup carrots, diced
1 cup green beans, cut
1/2 cup butter
1/2 cup flour
1 can (10.5 oz) condensed tomato soup
2 cups water
1 cup milk
1 tsp salt
1/2 tsp black pepper
1 cup uncooked rice
2 cups peeled potatoes, sliced
2 tbsp chopped parsley (optional)
1/4 cup breadcrumbs (optional topping)
Instructions
Preheat oven to 375°F (190°C)
Sauté onion and garlic in butter until tender
Add ground beef and cook until browned
Stir in carrots, green beans, flour, salt, and pepper
Mix in tomato soup and water until blended
Simmer 10 minutes
Arrange rice, beef mixture, and sliced potatoes in a 9×13-inch baking dish
Pour milk over the layers
Sprinkle breadcrumbs and parsley if using
Bake 30 minutes until bubbly and golden
